A headquarters should be near or adjacent to a thick forest or a body of water where the revolutionaries can hide out when armies of the enemy come looking around. The base should also be in an area where there is plenty of water and provisions to sustain the revolutionaries.

The most crucial thing to successful missions is dissemination of details among the members. Because artillery have to be concealed and guarded, some parts of the base may be built below ground. In particular, the operations that involve the creation of homemade weapons should be hidden. Skill in constructing guns and knowledge in survival medicine can be the selection criteria for recruitment. Some of the activities may need stealth operations and the like. Some members are also advised to make homemade weapons and bombs.
